You do not have a passive team. You have a team that learned.
Every problem arrives carrying a next move: the call to make, the fix to try, the decision to take. William Oncken and Donald Wass named this in Harvard Business Review in 1974. The next move is a monkey, and it sits on somebody's back.
The moment you say "leave it with me," the monkey jumps to yours.
Do that often enough and your team reaches a completely rational conclusion. Ask the person who sends the question mark why they didn't just decide it themselves, and what comes back is arithmetic:
"If I decide and she'd have done it differently, I've made work for her and I look careless. If I ask, I get an answer in four minutes and nobody minds."
They're right. Given what you've taught them, that is the correct move. They're doing exactly what the system rewards.
Most of us say some version of "come to me early, don't sit on things." It sounds like support and it costs nothing to say. What it does is set the price of asking at zero while the price of deciding stays exactly where it was. You made one of those two options cheaper, and then you find yourself surprised by which one they keep choosing.
It compounds quietly. Your most capable people stop offering judgment, because yours arrives faster and free. The calendar fills, the room goes quiet, and quiet is easy to mistake for competence.
The Daoists had a word for the discipline that is missing here. Wu wei: action through non-action, the restraint that lets a thing take its own course. In the Tao Te Ching the best leader is the one people barely notice, so that when the work is done they say we did it ourselves. The pause is doing the work that your intervention would have prevented.
Hand a monkey to AI and it takes it, instantly, at any hour, and it never once looks tired. The reflexive fix, the status chase, the first-draft answer, all of it costs nothing to grab now.
The trap runs in both directions. The cheaper it gets for you to jump on everything, the faster you train a team to bring you everything. When a machine can catch every small problem, the skill left to you is choosing, deliberately, which ones to let fall.
